Mining, aggregates, and construction materials.

Trap rock, sand and gravel, concrete, asphalt. Operations that carry the same permits year after year — and that are judged on whether the monitoring, the basins, and the records kept up with the pit.

Aggregate stockpiles, screening equipment and a settling pond at a sand and gravel quarry.

Regulatory obligations

  • A sector-specific NJPDES stormwater general permit — R13, RSG, CPM, or R4 depending on the operation — with its monitoring, inspection, and SPPP requirements
  • A Discharge to Ground Water permit for process water or dewatering returned to the ground
  • A water allocation permit for pit dewatering or wash-water withdrawals
  • Air permits for crushers, screens, dryers, and asphalt plants, with dust-control requirements
  • Sediment and erosion control, reclamation obligations, and Pinelands Commission or municipal conditions where they apply
  • SPCC for fuel and oil storage at the site

Services

Permits and compliance. General-permit authorizations and renewals, the monitoring schedule, DGW permit reporting, water allocation reporting, air permit compliance, and the SPPP — kept current as the pit advances.

Sampling and testing. Stormwater, discharge, and groundwater monitoring sampling with chain of custody; turbidity, TSS, pH, and the parameters your permit lists.

Operations. Inspection and maintenance of sediment basins, wash-water systems, and stormwater controls; operator coverage where treatment is involved.

Plans and training. SPCC, SPPP training for the yard crew, spill response for fuel and hydraulics.

Engineering support. Basin sizing and drainage evaluations, PE certification where the permit requires it.

Typical situations

  • A monitoring result above the benchmark and the corrective action the permit then requires
  • Pit expansion that outgrew the drainage plan and the allocation permit
  • A dust complaint and the air compliance questions that follow
  • An SPPP that still shows the yard from five years ago
  • A renewal with new sector requirements
